If you are using the 16:9 format on an old monitor, you will cut off both sides of the picture, just as with an old tv running a HD program.
If you have a 16:9 monitor, then your question is not quite clear.
Right-click on an open part of the desktop, select Personalize or whatever (depends), and check to make sure that your video settings are correct.
It may be that the picture is not centered. Your monitor may have controls to move up, down, left, and right. First, use the control to make the image smaller than the screen. Center the image. Make it a little bigger and center it again. Keep fiddle-ing with it until you get it right.
